Movie Plot

The story revolves around a 13 year old Guddu who works as a helper at a tea stall and loves music. Atkan Chatkan shows the dreams of millions of young children who do not have the means but only a burning passion that needs careful nurturing to grow and succeed in life.

The Right to Education (RTE) Act, 2009 or The Right of Children to Free and Compulsory Education Act, 2009

 The RTE Act, 2009

Article 21-A and the RTE Act came into effect on 1 April 2010. With this, India moved forward to a rights based framework that casts a legal obligation on the Central and State Governments to implement this fundamental child right as enshrined in the Article 21A of the Constitution, in accordance with the provisions of the RTE Act.

Note: RTE Act + RpWD Act (2016) Important Points
1. Every child with benchmark disability between the age of six to eighteen years shall have the right to free elementary education in a neighbourhood school, or in a special school, of his/her choice. [Chapter VI: Section 31(1) of the RPwD Act, 2016]
2. It covers 21 forms of disabilities. [The Schedule (Specified Disability) of the RPwD Act, 2016]
